We have now allocated 380 team slots to 380 institutions. During the next days we are going to post further information concerning payment and adjudicators.

Traditionally,institutions move up very quickly on Worlds waiting lists. Particularly afterthe first payment deadline on May 22nd we expect to see a lot of movement.

Berlin Worlds list of registrations (updated)

We are publishing this clean list of registrations of the first three days to ask you for feedback on it. Please contact Participant Affairs Officer Dessislava if you find any flaws, particularly institution doubles or accidentally deleted registrations.

Please note: this list does not represent an allocation of slots.The final result will be up shortly after registration has closed on April 7th and all feedback has been processed.

Berlin Registration update

Registration for Berlin is ongoing.  There is a complicated, but fairer, system of allocating slots this year so the current stage is really just about getting onto the list for at least one team at the championships.

That said the raw data list is interesting reading.  It seems many colleges had teams of people logging on to try and grab slots (multiple entries for the same institution just 1 or 2 seconds apart means there must have been several people entering the data).  The end result is over 770 institutions on the latest list with 1985 teams. However when you strip out simple duplicates that comes down to around 440 and a quick check of other duplicates (e.g. University of XXX and XXX University) brings it down to 368 institutions and 879 teams.  There are not that many obvious false entries although one twat thought it would be funny to register as "Hogwarts". 

Of these 368 institutions 214 registered the maximum 3 teams but I wonder how many of those were just grabbing the max possible without really knowing how many teams they will send.  It is also likely that some institutions won't be able to come but the majority will.

The new registration process means all institutions registered in the first 3 days will get at least one slot.  After that institutions are allocated second and then third slots (based on past participation) as detailed on http://wudcberlin.com/time/#A.  Based on the current registration data it looks like there will be very few second teams and no third teams.

We are publishing this raw list of registrations (up to about 11 p.m.) so that institutions can see when their data was received and make sure their information is correct.

As contact person named in the registration, you should have received an email from our Participant Affairs Officers John and Dessislava with a modified version of this list. If you think you should have received that email but did not, please check your spam folder. If we seem to have received an incorrect email address, please contact Dessislava.

Please note: this list does not represent an allocation of slots. Due to doubles and rules regarding country representation, for instance, it is not guaranteed that the first x teams registered will be on the final list. The final result will be up shortly after registration closes on April 7th.

Berlin Worlds registration form preview

What does "n" mean?
Each institution may register between one and three teams. Each institution must bring and is guaranteed at least n-1 adjudicators. Teams may also choose to register as many adjudicators as teams (n). By registering three teams and n adjudicators you are registering three adjudicators; by registering two teams and n adjudicators you are registering two adjudicators, etc. While we cannot guarantee more than n-1 spots for institutional adjudicators, we think it is probable that institutions who wish to bring more than n-1 adjudicators will be able to do so. If you wish to register more than n adjudicators, please contact us.

When will the results be up?
We will issue a preliminary confirmation of the reception of registration data on the evening of March 31st. Results of the allocation of teams will be made public after 3 p.m. on April 3rd and updated continuously until the close of registration at 3 p.m. on April 7th. Final results of the allocation of teams and institutional adjudicators will be made public after the close of registration.

Berlin Worlds registration opens on on March 31st

Phase 1 of the registration process for the WUDC Berlin 2013 starts on March 31st 2012 at 3 p.m. Berlin time (GMT+2), which is in exactly seven days minus one hour due to the beginning of daylight saving time tomorrow, on this blog.

Please familiarize yourself with the WUDC eligibility requirements (see previous post) before you register. You may find detailed information about the mode of slot allocation on our website.

During the next days we are going to post a preview of the registration form on this blog.

The registration for independent adjudicators opens after phase 2 of the institutional registration process. A call for applications will be up in due time.

two speakers as well as 300 adjudicators will be admitted.

WUDC Debaters by Country

Dear Delegates to Worlds Council,

Article 22 of the Worlds Constitution specifies that country and regional representatives are responsible for verifying the eligibility of participants  entered to compete in the 2012 World Championships.  This verification concerns only whether the participants registered are legitimately enrolled at their university. 

Please contact Steve Johnson for a list of the the participants entered from your country.  Any concerns about eligibility should be addressed to the Council Executive at the contacts listed below:

The relevant provisions of Article 22 are provided below:

Article 22

1. Competitors who satisfy the requirements of this Article may compete in a team eligible to make the finals series a maximum of four Championships. This provision shall take effect from 6th January 1990.
2. During the academic year of the competition, competitors shall represent the institution at which they pursue at least half of their courses toward a particular degree.
3. Competitors shall be recognised by their university debating union or equivalent, or in the absence of such a body by the university administration.
4. Documented evidence of the participants student status should be received by the host nation prior to commencement of the Championships. Registration shall be considered in complete until such evidence is received.
5. Competitors must be enrolled students and must be attending classes or pursuing research in the university which they represent on the last day of term preceding the competition.

De La Salle Worlds - Take Me to Manila

Preparation for WUDC Council in Manila‏

Dear members of the WUDC Council,

With approximately ten weeks before we all meet in Manila, the purpose of this message is to pave the way for what hopefully will be a concise discussion at both pre-Council and Council, and to re-start the discussion on issues that we were unable to solve at our meetings in Gaborone. Also, it should inform you about recent news from Botswana, Manila and Berlin.

Also, this should serve as a kind request: If you have issues that you would like to discuss in Manila, please let us know well in advance. We obviously cannot (and will not try to) stop you from bringing up new issues at Worlds itself, but experience shows that such issues tend to be under-discussed. So in the spirit of a well-informed debate, please start your engines now.

We plan to send out the detailed agenda by Dec. 1st 2011. Therefore, we would like to request that any input you would like to have included in that invitation, including any policy proposal or maybe just some poetry, should be emailed to Simone (simone.vanelk@gmail.com) by November 25th.

2. Our procedural wishes and ideas
It is our strong desire to keep both pre-Council and Council as concise as possible. Therefore, this is what we would like to request from all Council members:

If you wish to bring in a motion on any of the issues under discussion, please do these two things:

- Try to discuss them with other delegates BEFORE we actually go to Manila. The email list above should help you with that, and we will try to channel discussions into forums.

- We will only accept substantive motions or proposals IN WRITING. This make it much easier for the Secretary to record motions accurately and will facilitate discussion of particular questions.

We hope that all discussions will be productive, we still think that in Council itself it’s always hard to be innovative - please take some time to prepare before you attend the sessions. Thank you!

4. Preparations for Manila
Confirmation of Delegate Eligibility
Article 22 of the WUDC Constitution outlines eligibility criteria for delegates debating in the World Universities Debating Championships. In particular, the constitution specifies that Regional or Country delegates are to determine questioned eligibility for delegates from their jurisdictions. To facilitate this process, we have asked that the OrgComm provide a list of delegates registered to speak in Manila. We will circulate these lists to the relevant representatives when they are made available to us. We ask that the representatives review these lists to determine if any questions of eligibility exist. Questions about interpreting eligibility guidelines may be directed to the Executive and may also be brought to the attention of Pre-Council.

6. Invitation for Bids for 2014
We so far have not heard of any bid proposals. Please let us know if you are thinking about bidding - we promise not to tell, but it would provide some peace of mind for us.


7. The main issues on the Council agenda
Again, we hope that all these discussions can be concise. We have added a non-binding short text for each of the issues, so you know what this is all about. If you care about any of these things, please start writing about it and discuss it with others.

1. Registration: Should council mandate the registration process? Does the process need reform? And if yes: What kind of policy would be best?

2. Break reform: Should we change the current system of the open break with 32 teams, and ESL/EFL-breaks with up to 16 teams? If yes: What kind of policy would be best?

3. Proposal for an eligibility committee: Should we form a committee that oversees eligibility of competitors before pre-Council? Simone van Elk is writing up a proposal that will be distributed together with the agenda on Dec. 1st.

4. Responsibility of the host: Is the host obliged to fund their adjudication core for the bid defense (a year earlier) and the report to Council (a year later)?

5. Discretion of the host: Is the host allowed to field teams at their own Worlds, if they so choose?
